Stormwater stresses the city’s antiquated drainage systems.

New Orleans is one of the rainiest cities in the country. It is shaped like a bowl and located below sea-level. After a heavy rain, the city’s old drainage systems can’t efficient move all the water out, so it floods.

Our stormwater drainage system, which has remained relatively unchanged since its installation in the early 1900s, is failing. It needs modernization to support the city’s existing and future needs. Water flooding homes, businesses and cars happens far too often in New Orleans.

A lot of work has been done to improve the drainage systems, but much work remains to be done.

A Stormwater Management Fee

Currently, not enough funding is allocated towards stormwater management in New Orleans. Most other cities have a funding source dedicated to stormwater management. But in New Orleans, our major drainage systems are funded entirely through property taxes.

Rather than raising taxes, we need a stormwater management fee as a funding-source to improve the city’s drainage system. Unlike other sources of revenue, stormwater management fees are typically dedicated exclusively for stormwater management purposes.

Cities in most of the U.S. rely on stormwater fees. Why not NOLA?

A Fee is Fair and Equitable

More than half of properties are exempt from property taxes because they belong to either the government or a nonprofit entity. That means they do not pay anything for their share of the stormwater system.

A fee means ALL property owners, including tax exempt properties, will contribute a fair and equitable share to stormwater management costs – reducing the existing burden on homeowners and businesses. It increases equity by ensuring everyone pays their fair share based on their burden on the drainage system and not on property value.

Sustainable and Affordable

A properly designed fee can provide a sustainable and affordable long-term revenue stream for traditional and green stormwater-related improvements.
